World Heritage Site Management Plan 2016-2022

The endorsed City of Bath World Heritage Site Management Plan for 2016-2022 has been published.  Download the submitted version here (4.4MB PDF). The Management Plan was endorsed by the full Council of Bath & North East Somerset on 15 September 2016 before submission to UNESCO via the Department for Culture, Media and Sport (DCMS).  The approved version of the plan will appear on this website when this process is complete. After a long period of stakeholder consultation the formal public consultation on this plan took place from 23 May to 15 July 2016. You can download the consultation draft here (4.1MB PDF). The Statement of Community Involvement, which records the consultation undertaken and responses received, is available to view on request.  

(Retrospective) Statement of Outstanding Universal Value

The Statement of Outstanding Universal Value is a summary document which outlines the principle reasons why a World Heritage Site was inscribed, and why it is outstanding. As such, it is the foundation of all management in the site. The current version was amended in 2013 to give consistency in approach across all sites.  It was adopted by the UNESCO World Heritage Committee at their 37th annual meeting in Phnom Penh, Cambodia, 16-27 June 2013.

Attributes of Outstanding Universal Value (OUV)

Whilst the Statement of Outstanding Universal Value summarises why Bath is inscribed as a World Heritage Site, the Attributes explain this in far greater detail and list aspects or characteristics which convey or express OUV. They are a key management tool, in that it is important to understand what it is you are seeking to protect before you can effectively do so. These attributes were created by Bath and North East Somerset Council, working closely with English Heritage in 2013/14.  Other UK sites undertook the same exercise. The final draft was approved by the Bath World Heritage Site Steering Group before being endorsed by Council Cabinet Decision on 14 May 2014.

This is the report that was submitted to the World Heritage Committee at UNESCO in 1986 when the City of Bath was nominated by the UK as a World Heritage Site.  It sets out the evidence of Bath's Outstanding Universal Value.

City of Bath World Heritage Site Management Plan

The 2010-2016 plan was endorsed by Full Council on 16 November 2010, by the World Heritage Site Steering Group on 23 November and by Single Cabinet Member decision on 29 December 2010. The plan was then passed to the Department of Culture, Media and Sport, who in turn forwarded it to UNESCO on 1 February 2011.  UNESCO then asked its advisor, ICOMOS International, to comment on the plan. The comments received have been addressed by the Council. Though labelled as a 'draft', this is the formally adopted plan. Endorsement by local bodies and full public consultation gives the plan considerable weight as a material consideration in the planning process.

Revision of the Management Plan for the period 2016-2022 has taken place. A mid-term update of the 2010 plan was prepared in 2014 which included a response to the ICOMOS comments. This was endorsed by Bath & North East Somerset Council in September 2014 and forwarded to UNESCO.

2003-2009 World Heritage Site Management Plan

The 2003-2009 World Heritage Site Management Plan was the first to be produced for Bath. It is now superseded by the 2010-2016 plan. It is included here as a background document to show the evolution of management approach in the site. The 2003 plan was produced at a time when management plans for World Heritage Sites were rare, and as such it provided a model for many sites worldwide.

The 2003-2009 Management Plan is divided into three files for easier downloading: the main document itself, the chapter pages and front cover, and the map.

City of Bath World Heritage Site Setting Supplementary Planning Document

Following on from the 2009 Setting Study, in 2013 a City of Bath World Heritage Site Setting Supplementary Planning Document was issued to ensure planning decisions can be made based on a thorough understanding of the consequences of any proposals.

Resources for teachers

Bath Preservation Trust working in association with Bath & North East Somerset Council have launched revised World Heritage Site teaching resources for Primary and Secondary schools.  The resource packs focus on celebrating and protecting special places and contain all of the information needed for planning a cross-curricula 'World Heritage Day' event at school.  Further details can be found on the Bath Preservation Trust website.
